Maybe it might have something to do with the fact that Maine has the most lenient laws (taken in their totality) of all 50 States. What really assured the defeat of California Prop 19 in 2010 was the Legislature decriminalizing petty possession during the campaign. IMO of course.

So according to this map graph, Texas is more “progressive” than Maine?
I’d say Maine has an easier path through the legislative process to change cannabis laws. At least Maine allows indirect initiative statues, Texas allows neither direct nor indirect initiative statues. And I’m guessing Maine also has more state legislators at least willing to entertain the idea of cannabis law reform. With few notable exceptions, the majority of Texas legislators are resolute against changing cannabis laws (the recently passed, very narrow CBD medical cannabis law being a minor aberration).
Governor Greg Abbott let Texas citizens know that no cannabis legalization will occur while he’s governor. He’s just blind and obstinate enough to hold that stance regardless of how Texas citizens feel about it.
Here’s some interesting trivia about Governor Abbott. Before being elected governor last fall he was the Texas Attorney General. While AG, he once made a statement along the lines of, “The first thing I do every morning is sue the federal government”. He was literally at odds with Washington DC about everything. However, when he was running for governor he was asked by Texas NORML (as were all candidates) to explain his position regarding cannabis laws in Texas. A part of his statement read thusly;
“Although Eric Holder’s Justice Department has stated that it will not enforce federal law regarding marijuana in some states, federal law (which supersedes Texas law) still clearly prohibits the use of marijuana for either recreational or medical purposes.†[emphasis added, WB].

Welcome to our next lesson in “How to Lie With Statistics” although today I’m suspect that we won’t be able to make Darrell Huff blush with envy.
A peculiar thing that I’ve noticed is that when the results of a published study results which can be construed as anywhere from not negative to positive vis a vis the effects of cannabis the prohibitionist parasites cough up a study which contradicts that study. I’ve never documented that this is true so it’s possible that my perception is because the event makes an impression in my brain while the times it doesn’t happen don’t. But it sure seems to happen a lot.
I can trace such events all the way back to 1992 when a study was published that showed that cannabis helped people living with AIDS. About a month or two later a study was published which claimed that cannabis consumption caused significant harm to a person’s immune system. Of course that meant it wasn’t any good for the AIDS patients. That study was widely cited leading to George Bush the 41st closing the Compassionate IND to new patients.
In 2006 Dr. Tashkin released the landmark study which showed that cannabis was almost certainly not a causal factor in smoking related disease. Shortly after that a “scientific” study done by a study from New Zealand sponsored “scientists” which said that it was a causal factor.
So today we’re looking at the freshly published study from Penn State that claims which claims that youth use of cannabis is rising. But it was just a few short days ago when we read the results of a contradictory study.
So how are the Penn State researchers lying with statistics since the statistics which they proffer are accurate? The trick is in their choice of their starting point. Why the heck is 1993 significant to adolescents with either an abundance or lack of melatonin? If I apply Ockham’s Razor the most likely reason is because that was when the lowest percentage of them chose to enjoy cannabis. Regardless, sitting in plain sight is that the 1976 numbers are most assuredly higher for all cohorts in that year than currently.
Serious question: Why the heck do prohibitionists not understand that there are less youths using smoking tobacco than consume cannabis because certain policy changes to keep American children from using smoking tobacco has been smashing victory of public policy?

Well this one isn’t new news, it only applies to a handful of American workers, but it is a dictionary picture worthy example of bureaucracy run amok. Some may even think that it’s funny as heck after getting past the initial cognitive dissonance. I’m filing this one in the “from the sublime to beyond the patently absurd” category:
One of the first question that a lot of people who ponder the philosophy of cannabis law reform ask, “do we really want our airplane pilots high on dope when they’re flying an airplane?” While I’m hard pressed to say what kind of vehicle a pilot would be flying if it weren’t an airplane, it’s definitely a valid concern. I’m sure almost no one has any desire to see an airplane pilot high on “dope”, whatever that is. Fortunately the FAA has has a comprehensive naughty list of substances restricted or forbidden to pilots.
The FAA also requires that anyone who employs at least one pilot to have their pilots’ urine examined including surprise, random urine inspections. This includes pilots who are self employed.

The arch right wing US Fifth Circuit Court of Appeals has decided that just about anything motorists have in (or on) their cars can be considered evidence of drug trafficking, including rosaries, air fresheners, and DARE or pro-police bumper stickers. The case involves an Hispanic female and her husband who were harassed by Texas police who then forfeited the couple’s cash based on profiling techniques designed to snare the unwary.
Under the Fifth Circuit’s new restrictions on speech and free expression, having religious icons in the vicinity of one’s car is suspicion of a crime, an implied admission of guilt. Activated charcoal filters in a car’s ventilation system, filters that can deodorize internal and incoming air, are suspect, even though the filters make the speech-protected argument that says the community stinks. And a bumper sticker that says “FUCK THE DEA†is acceptable over that of a DARE sticker.

Propaganda Alert: A new small sample study at Ann Arbor, MI, by addictionologist Carol Boyd, funded by the NIDA, indicates “that teens using marijuana for medical reasons are 10 times more likely to say they are hooked on marijuana than youth who get marijuana illegally †which Boyd says is due to “teens who feel dependent on the drug will seek marijuana cards to ensure a reliable, legal source.â€
But then Dr. Boyd sees the need to go total prohibitionist wacko, and says, “I think that medical marijuana laws are failed policy and that these data lend support to my position…More youth use medical marijuana that don’t have a card than that have a card.”
What Dr. Boyd is trying to say is that youthful use of diverted, processed medical grade marijuana is a worse situation than their use of potentially contaminated, low-THC, Mexican ditch weed. What Dr. Boyd insinuates, but doesn’t say, is that her youth group is claiming dependence on marijuana as an excuse to continue using it, for instance, they “feel dependent â€, but maybe aren’t. To make such a claim outright might endanger Dr. Boyd’s future research funding.
