    So the prohibitionist response is similar to:

    “We’re great at Whack-a-Mole. Give me billions of dollars each year, and we will show you over and over and over (ad infinitum).”

    Yeah, the last couple paragraphs summed up how uncle sam feels: It’s giving us a great excuse to stick our noses up the worlds’ collective ass.
